Vital records is such a broad word, and includes contracts. Your birth certificate is a contract. When you register as a citizen, you are contracting to follow the rules, statues, and guidelines, of said citizen. They maintain all other Vital records except BC? Give me a break, well the DoC said it! Like the DoD and etc said Iraq has WMD?

This is exactly why the Constitution was changed to resemble The United States OF America, instead of the United States FOR America. America became a corporation, and the estates became the property of that said corporation. Us being citizens OF those estates makes us property OF the US Government.
