Ahhh i think you're right! I can see the bottom now that you said that.

To me it looks like it could be a fairly powerful green laser scanning the sky. You can see what look like sub-beams rotating in a pattern a bit like the one at 3 minutes 51 seconds in this clip:








In the OP's footage, you can see what looks like the base of the cluster of beams through the trees - 532nm (green) lasers are common and relatively powerful lasers in this wavelength are not very expensive.

Unlike the example I posted above, it appears that the scanner was pointed away from the camera, and because of the fog/smoke in the air, it looks much fainter and not as bright green above the trees.
