If they really want to train in NM, they need to chase jackrabbits, not autos. Granted there is a great deal of speeding. But you should train far above the level of need, therefore, execution of skills in a real environment would be more effective.

If they can read my book from a satellite in space, then GI Jo-Jo can follow jackrabbits to train.

Most roads in NM are long boring straight unobstructed roads. Tracking could be taught to boyscouts, via video game. There's no skill involved in the exercise.

find out which highway through desert they like to fly the string some cables beteween hill sides and let them get caught in wires just kidding

the only time these drones need to be helping survey public is if they are called in to help looking for someone lost in the wilderness or if there is an amber alert for a child tooo help look for suspect vehicle or to tail one from afar.
