When you were 13 you could tell that a 15 year old looked older than you. Now that you are, say, older (like 28 or 30) you can tell that a 15 year old is younger than you.

I'd like to know how do the eyes do this for you with age? How come when you are older your eyes still dont make you think a 15 year old is older looking than you are when you're, say, 28 or 30 years old?

Are there people whose eyes don't visually mature? Like they still see the same as if they are 15 when they are really 28?

You don't just look at the person's eyes to determine age; you look at the total person. You then use all the knowledge (height, weight, skin resiliency, hair color, etc.) to determine how old the person most likely isl.
