That was God saying it. it's in His word, so it is Him. In that case, the sprinkled blood would be a representation of our sins being cleansed by the blood of Jesus. There are many cases of such foreshadowing in the Old Testament. Really, I would expect one that talks to angels to know this.

Oh, really? That isn't the case at all. If Satan had some chance of learning anything, then we would not have been told that he's already lost, that he and those that follow him are doomed, and will spend eternity in the lake of fire. Now, he might want to pretend otherwise, but he's very mistaken. He thought that he could be like God, when he's only a created being. He was prideful, and his pride preceded the biggest fall in all of creation. We already know that he won't repent, and won't learn.
