How can I post a comment on Breaking News stories?

Hello, forgive my ignorance, but I can't see how to post a comment on a Breaking News story.
There is no no POST button on the thread page...and I don't see instructions there either.
Can anyone tell me how?

i'd guess it got closed, hence, you cant reply.

i recently tried to post in breaking news
the 2 time i have tried .. the page goes white and nothing
first time that happened to me

after trying TWICE .. i said the F word with the IT
went to other current event forum .. which worked fine
