From a business perspective, they really should have turned down the money up front. The fact is that the job market has been so unstable recently
because our economy has been so unstable because of uncertainty. With laws and mandates up for judicial review in a number of states, most notably the
anti-illegal immigration laws in many southern states, it's hard to hire people not knowing if you are going to have to spend thousands to make sure
they are legal even though there is a challenge to the law as it currently stands. If the justice department looses their case, then you may get
caught with your pants down if you hire but since there is a block on implementation, you don't have the tools in place to make sure that you are in
compliance just in case.
This was a case of poor oversight as the politicians tried to make things look good for them by throwing money at businesses instead of examining the
laws that they have passed and assessing the economic impact they have on the current environment.
