Just read this on the White House website.


Pursuant to section 204(b) of the International Emergency Economic Powers Act (IEEPA), 50 U.S.C. 1703(b), I hereby report that I have exercised my authority to declare a national emergency to deal with the threat posed to the United States by the risk of nuclear proliferation created by the accumulation in the Russian Federation of a large volume of weapons-usable fissile material. In Executive Order 13159 of June 21, 2000, the President found that this same risk constituted an unusual and extraordinary threat to the national security and foreign policy of the United States and declared a national emergency to deal with that threat. The United States and the Russian Federation had entered into a series of agreements that provide for the conversion of highly enriched uranium (HEU) extracted from Russian nuclear weapons into low enriched uranium (LEU) for use in commercial nuclear reactors. There were concerns that payments due to the Russian Federation under these agreements may be subject to attachment, garnishment, or other judicial process, in the United States, which could put implementation of such agreements at risk. In Executive Order 13159, the President therefore ordered blocked all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements so that it would be protected from the threat of attachment, garnishment, or other judicial process.

I therefore declared a national emergency to address this threat and to continue the blocking of all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements.

Well let's start off with some clarification then:




There is a difference between a National Emergency and a State of Emergency, though not many here seem to know this or even notice the difference.

From the Military Dictionary a National Emergency means: "(DOD) A condition declared by the President or the Congress by virtue of powers previously vested in them that authorize certain emergency actions to be undertaken in the national interest. Action to be taken may include partial, full, or total mobilization of national resources.

These delegations or grants of power authorize the President to meet the problems of governing effectively in times of crisis. Under the powers delegated by such statutes, the President may seize property, organize and control the means of production, seize commodities, assign military forces abroad, institute martial law, seize and control all transportation and communication, regulate the operation of private enterprise, restrict travel, and, in a variety of ways, control the lives of United States citizens.

Very interesting letter he drafted though in that he stated clearly they have the equivalent of 20,000 nuclear warheads....so that is quite a bit to worry about should we just cut them off and they look for another "investor". I can only hope that since this was drafted in 1993 that means they are almost at the end of their conversion of the materials and only have a bit left.




A major national security goal of the United States is to ensure that fissile material removed from Russian nuclear weapons pursuant to various arms control and disarmament agreements is dedicated to peaceful uses, subject to transparency measures, and protected from diversion to activities of proliferation concern. The United States and the Russian Federation entered into an international agreement in February 1993 to deal with these issues as they relate to the disposition of HEU extracted from Russian nuclear weapons (the "HEU Agreement"). The HEU Agreement provides for 500 metric tons of HEU to be converted to LEU over a 20-year period. This is the equivalent of 20,000 nuclear warheads.

The continuation they posted there actually stated that the order was from an earlier one. I didn't read that in the order that was dated for yesterday. The order in the article was from the 18th. Seems like they are dealing with similar things, I just don't know for sure.

It's not the 20,000 nuclear warheads that Russia posseses that I'm worried about. it's the ONE warhead in the back of a BMW.

This is simply a way for Russia to sell low enriched uranium from their dismantled nuclear warheads without some court putting an attachment or garnishment on the proceeds.

According to this source, Obama's action was to extend another year a previous declaration put in place back in the Clinton administration.

Well now that Obama has declared a national emergency all that is left for him to do is sign an order implimenting the terms of the NRDP Act and we are screwed. If you read the NRDPA bill it states that during any time of National Emergency the president may declare martial law, seize resources along with transportation hubs and fuel supplies, and force people of expertise to labor among other things.

Not trying to fearmonger but at this point in the game I wouldn't put anything past the tyrants in DC and Obama. Personally I think people need to be vigilant now and get ready to hold on to their hats, #s about to get wild.

Obama issuing this declaration is a foundation for something to come.

He goes on to list several reason why the continuation is being put forth. So I guess that we are always in a national emergency?

I'm not sure how much blame we can put on him, the order has been in effect for years. Why do they keep renewing it? Was this originally done so that the Russian's could make money off the dismantling and not have to pay any outsiders? Please could we get a lawyer in here or something haha.
