If you're talking about the very point of the nose, it's just the way the tiles are put together. That's probably the most efficient way to dissipate the heat of reentry.

What if it's collecting helium-3 from the moon or anti-matter from the edge of Earth's atmosphere? Or at least a prototype designed to test the feasibility of this. Somehow I doubt its spying on the Chinese, space stations or otherwise, I'm sure there's already a plethora of stuff they have up there that can accomplish that.

Plus if it was a spying vehicle they wouldn't be talking about it.
