chapter Ⅲ The membership system
Article 10 This Alliance carries out membership system.

Article 11 The member must meet the following conditions:
(A) 18 years of age and above, with full civil capacity.
(B) support this alliance’s regulations.

(D) decide to terminate matters;
(E) decide on other major issues;

Article 18 There must be attended by representatives of more than 2/3, the Congress of Member Representatives can be convened and its resolutions shall get more than half of vote of attending representatives before taking effect.

Article 19 The Congress is elected for five years.Due to special circumstances , advance or extension of the general vote must be required by the Council, the extension of the general vote is no more than one year.

Article 20 The Council is the executive body of the Congress. The Council leads to carry out the daily work of this Alliance when the Congress is not in session.

Article 21 The Council's mandate is:
(A) the implementation of the resolutions of the Congress of Member Representatives;
(B) election and removal of Chairman, Vice Chairman and General Secretary;
(C) preparations for the convening of the the Congress of Member Representatives;
(D) report work and financial condition to the Congress;
(E) determine the absorption or removal of the member or authorized Member Service Center to determine the absorption or removal of the member;
(F) decide to establish offices, branches, representative offices and entities institutions;
(G) decide the appointment of Deputy General Secretary, main heads of agencies.
(H) the leadership bodies of the Alliance to carry out the work;
(I) the formulation and development of internal management system;
(J)decide other important matters;

Article 22 There must be attended by directors of more than 2/3, the Council can be convened and its resolutions shall get more than 2/3 of vote of attending directors before taking effect.

Article 23 the Council meeting will be held without regular time.Exceptional circumstances, It can be held by the forms of communication.

Article 24 the Aalliance establishes the Executive Council.The Executive Council is elected by the Council.The Executive directors are not more than 1/2 of the number of directors.When the Council is not in session, the Executive Council exercises the mandate of Article 21 (a), (c), (e), (f), (g), (h), (I), (J) terms ,responsible to the Council.

Article 25 There must be attended by Executive directors of more than 2/3, the Executive Council can be convened and its resolutions shall get more than 2/3 of vote of attending Executive directors before taking effect.

Article 26 The Executive Council meeting will be held without regular time.Exceptional circumstances, It can be held by the forms of communication.

Article 27 The Alliance Chairman, vice Chairman, General Secretary must have the fellowing conditions:
(A) adhere to the alliance's line, principles, policies, ideology;
(B) have a greater impact on the Alliance’s business or have a greater impact in the community;
(C) The maximum age of the Chairman, Vice Chairman, General Secretary is not over 70 years of age;
(D) good health and able to adhere to the normal work;
(E) has not been given a criminal penalty of deprivation of political rights;
(F) the full civil capacity.

Article 28 The term of the Alliance’s Chairman, Vice Chairman and General Secretary,is five years The term of Chairman, Vice Chairman and General Secretary is not more than two consecutive terms. (A) the auspices of the office to carry out their daily work, organization and implementation of annual work plans;
(B) coordination of the offices, representative offices, entity institutions work;
(C) the nomination of Deputy General Secretary, main heads of the offices, representative offices, entities, agencies for decision of the Council or the Executive Council;
(D) the decision of employ full-time staff of offices, representative offices, entities, agencies;
(F) to handle other routine matters.

Chapter V Asset management and the use of principles
