Ya everbody saying the sun is extra hot was just out for a few minute and got a sun burn
and this is at 50 lattitude never had this problem before in 58 year I have been around

Actually the most simple explanation is often the correct one.
The captured data simply means that, while neutron emissions are in most cases tied to CME's or X-ray flares, the strength of the flares/CME is not linear to the strength of the neutron emissions. So whatever causes flares in the first place, can obviously create events that sometimes produce rather large quantities of neutrons with almost no associated flare/CME.
You have the same thing with CME's and X-ray flares. An x-ray flare CAN produce a CME, and vice versa, but it doesn't have to.
ETA: Here's the neutron data you can see a little spike on the 17th. It's not really a major spike.

While this issue is well worth studying because it shows us we know very little about the inner workings of the sun, it is in no way mysterious, nor is it sign of impending doom.
