What I don't understand is this: If someone or some group is intelligent enough to be hatching a plot or what have you, wouldn't it stand to reason that they would deliberately avoid any words that might call undue attention to themselves?

But its not for investigations of its own; the goal is to develop new technologies to help make it easier for other law enforcement agencies to spy on us.
