This isn't for shooting practice. This is for learning proper patrol patterns and tactics. There are ways that each person has to move and ways they have to learn to cover their buddy. You don't need ammo for this.

As for that second part, not really sure what you were trying to say.

The OP is about a small town.
Build one on the base or out in the desert. They are firing for effect inmo. Ammo or not.
There are FULLY equipped military in thousands of towns and city streets of the entire world.
Just think TSA and armed airport guards. An ever GROWING scourge on America.

If I remember correctly Katrina.did not get quick help because of.. Fema and HLS deliberately blocked any and all attempts to help the people in the Katrina affected area's
