Russia has introduced a draft resolution at the United Nations that would create a new list of terrorism suspects. Those on the list would be subject to extradition as part of a stepped up campaign on global terrorism. The reaction among the other nations was mixed. China supported the legislation, but Pakistan expressed concerns.

UNITED NATIONS - Russia introduced a draft resolution Monday calling for a new list of suspects who would be subject to extradition in a stepped-up global campaign against terrorism. China welcomed it but Pakistan and other Security Council members eyed the proposal with caution.


Russia, which has denounced Western countries for granting asylum to Chechen leaders it has linked to violence, has been pushing the United Nations to take tougher action against terrorists and circulated the draft last week.

The Russian draft stresses the need for the 15 council nations to "cooperate fully" in tracking down the perpetrators and organizers of terrorist attacks.

It asks the committee monitoring what governments are doing to fight terrorism to consider how to draw up a new list of "individuals, groups and entities involved in or associated with terrorist activities." It also asks the committee to consider the "expedited extradition of anyone named in the list."

Pakistani concerns focus on the issue of asylum and making the list itself. They also would like to see a definition of terrorism included in the draft. The Russians have been pressing for a tougher stance on terrorism and after the school attacks, have accused Western nations for tacitly supporting the Chechen rebels and granting its members asylum. The Russian legislation calls for the 15 member nations that compose the council to cooperate in the tracking of the terrorists. According to the U.S. deputy Ambassador to the UN, legal experts are analyzing the Russian proposal. The Russian hope to have a vote on the issue either this week or next.

Because the US has spent all its poltical 'cash' on the iraq war and any reserves are going to be used on iran and other incidents.

It's only had, oh, three years to do so. It could have proposed this directly after 9/11.

So could've britain. Or france. Or Poland, or Nigeria. Bush, for one reason or the other, decided to take care of business directly, and use existing extradition treaties for this type of thing. Russia, I would imagine, has a less refined system of extradition treaties (and this, obviously, is just a wild assed guess)from having been soviet for so long.

All things considered, this is the most anti-soviet move they could have done. The soviets would have just done what Bush did, launched a massive, messy campaign. It's creepy...like the roles are reversed or something.

The soviets weren't so much fond of extradition as assasination.
