On the NTTR: a rectangle, wires, and...uh...pods

The rectangle here is not reflective.

Generally banks of solar cells are for communications sites, but that doesn't seem to be the case here.

There is a communications site around

The tower showed up on 6/1/2010.

"Gotham City" is at
36°46'53.86"N 115°26'58.72"W
but these rectangles areas don't look like they are related to it.

Variable-reflectivity materials? I'd heard that the military was working on something similar...
