This statement of work is for services to be provided by an Unexploded Ordinance (UXO) Subcontractor to support preliminary investigation (PI) activities conducted by Navarro-Intera (NI) at the Tonopah Test Range (TTR) in Nevada.

The services include a visual surveillance of the PI work area including identification of potential unexploded ordnance / munitions and explosives of concern (UXO/MEC), determination of UXO/MEC type, and implementation of the necessary safety measures required to conduct remaining PI activities.

All UXO/MEC or suspected UXO/MEC discovered during performance of the survey will be flagged and the location recorded via global positioning system (GPS). UXO/MEC or suspected UXO/MEC shall not be excavated, relocated, removed, disposed, treated or detonated during PI activities.

The TTR is located approximately 235 miles (mi) northwest of Las Vegas, Nevada. The preliminary investigation sites are 2-3 square miles each and consist of Corrective Action Unit (CAU) 411 (Double Tracks), CAU 412 (Clean Slate I), CAU 413 (Clean Slate II), and CAU 414 (Clean Slate III), as well as some smaller outlying support areas. The Double Tracks and Clean Slate sites were utilized by the U.S. Department of Energy to perform plutonium (Pu) dispersion tests in the early 1960s. Each of the sites is presently posted as "Contamination Area" due to Pu-contaminated surface and subsurface soils. The sites are located on or near former and active U.S. Air Force bombing ranges.





Entry into posted radiologically controlled Contamination Areas, and High Contamination Areas is anticipated. UXO personnel will be required to obtain a Radiological Worker II qualification (training provided by NI), and wear respiratory protection (full face respirator).




Prior to project closeout, UXO subcontractor shall provide a written plan for removal/demilitarization of the existing Honest John rocket located at the Clean Slate III site. The plan shall include the Subcontractor recommendations and procedures for removal and demilitarization or demolition in place of the Honest John rocket, including personnel and equipment requirements, estimates for donor explosives, and costs.
