Then I say that it must be a global incident, something that no one on this planet can do a thing about to stop it from happening.
You know, where the idea of survival comes down to the very basics. The things that are being threatened are the things that each and everyone of us needs. Only then, when each and everyone of us have the same common adversity at our heels will the world even begin to know of global peace after the whole planet has to work together just to survive the ordeal and to come out the other side.

I think even Ronald Reagan had something to say about this along those lines.

After World War 3 one government would emerge as a victor and control things.

What makes you think things would be better than it is now? Other than millions dying for population control as you call it what would change?

Which government would you want to come out on top? Which would make things better?

Humans are greedy, selfish and power hungry so no matter who "wins" we all would still lose.
