Maybe he's just looking for an attention/sympathy grab, and will re-enter the race in a week or two?

If you "suspend" your campaign rather than formally close it down it gives you more wiggle room to do stuff with campaign funds you've collected. It's all about the money.

Romney may offer to pay off Santorums debt in exchange for an endorsement.
