He's saying that right now we use automobiles for transportation, and the more efficient route is to use these tubes.

It wasn't the best way of putting it, but I got it.

I can understand the confusion, though.

seems like a logical (yet very futuramaish) way to get around and never really thought about the military using it but gonna go scour ATS right now
