Transport Minister John Anderson believes the device is a prank by an airport worker.
He has promised to get to the bottom of it.
"We don't know at what point it was put on," he said.
"It may very well be that it was put on board in Sydney by someone who had access to the aeroplane on the tarmac."
However, the theory that the device is probably a prank has not deterred those calling for security upgrades around the country's airports.
