Anyone else able to fathom just what the hell they mean?

Looks like it could be a case of ostrich diplomacy, alternatively the US are trying to cut the "We've got a nuclear programme and you're going to give us lots of aid money not to take it any further" approach off from the DPRK... Then again, maybe they're just staying quiet til after the elections in November...
