Nah, thats not the issue. I assume a hot environment(ambient temperature). The hypothetical device would be a perpetual motion machine of the second kind.

no matter how you slice this advancement it's pretty cool.. especially considering heat is the enemy of electronics. having self cooling electronics would literally save millions and jump the lifespans of said devices by a bit also.

Yeah I didn't give a good example really, as a heat pump can pump from lower ambient temperature to a higher one anyway, even though the LED in the example used a heat.

With enough improved versions of these you could certainly generate electricity with a high efficiency solar cell, but I think the laws are safe. Total energy in including electricity and heat will be more than the energy out. Another way of putting it is that the entropy of the entire system would increase even though the entropy of the 'heat source' would be reduced.
