Well, like stated in the article it's not definite proof of anything, but strategically it makes sense that Israel would make this move. Either

1) The weapons really are to “liberate occupied Azerbaijani land.”

Or

2) Israel is setting up a tactical position for a possible attack on Iran.

Either way it's a win-win for Israel. If a war does break out with Iran, they have 1.6 billion Dollars worth of weapons in place.

Now what would we think if the Russians sold 1.6 billion dollars worth of weapons to say... Cuba?

Georgia makes a u-turn. So seems like our main partner in Caucasus is not "main" and may be not even "our" any more. In fact, my son currently stays in Georgia, where he is on duty - teaching and preparing Georgian lamebrain army's contingent for their Afghan trips - so he says that slow and sure Georgia now is making a u-turn towards Israel. Little surprise actually it is, as undoubtedly Israel now is seriously active in the Southern Caucasus region, but how will you like the fact that the Fereidani Georgians in Iran that previously had been exclusively cooperating with our intelligence services now are closely working with Israel... Son says, thus practically we've lost our main informers in Iran. Saakashvili simply bilks us. And that is actually his nature... Bad ally, bad partner. No way.
