The Prime Minister issues a warning to President Assad's "dreadful regime" in Syria ahead of EU summit.
Mr Cameron said that while he recognised the need for humanitarian aid within Syria, the most important task for those countries which support the rebels was “building the evidence and picture so we can hold this criminal regime to account”.
The Prime Minister was speaking as he joined European Union leaders on the second day of a two-day summit.
EU leaders will pledge to tighten the noose on President Bashar al-Assad's regime with fresh sanctions during talks later Friday on what Cameron dubbed the "absolutely appalling" situation in Syria.
The UN Security Council called on Syria to allow "immediate" humanitarian access to protest cities in a statement supported by Russia and China, who had vetoed two resolutions on the conflict that has claimed thousands of lives.
