There are many reasons, not all houses have basements, tornadoes can be a major force of nature destroying houses as if they are made of balsa wood so
sometimes even going into basement won't protect your, and while there are early warning systems sometimes the expected weather signs those
monitoring for severe weather expect to see indicating an emergency just aren't there until it;ls too late.
In 1990 an F5 tornado ripped through Plainfield, Chest Hill and Joliet Illinois, it formed so fast the that that the sirens went off after it's
initial hit, once it hit the ground it tore a swath through all 3 towns, and finally lost steam after it destroyed the majority of my neighborhood.
26 people were killed. Anyway that's my experience with them
