The Smell they are talking about doesn't sound like anhydrous ammonia, it sounds like that's what your refurring to. It seems to more of a sulphur smell, my guess would be ethyl mercaptan which itself is also heavier than air like propane. As far as any other fertilizer itself I don't know any that have the garlicky onion smell unless there is some sort of chemical reaction in the sewer system, which Is highly probable.

West Phoenix odor seems to have dissipated

The foul odor that blanketed part of west Phoenix on Sunday night was found to be not hazardous and is believed to have left the area, Phoenix fire officials said.
The odor might have been caused by a local propane storage facility purging a line, Phoenix Fire Department spokesman Scott Walker said Monday.
