Those railroad cars have been spotted in many places.
Here's another one, of the "same" railroad type, if not the same actual railroad car, spotted near Pocatello, Idaho.

Seems like they would not leave it sitting around where it could be photographed like that if it were something special.

About the right size and shape for a turban engine. If an HVAC must be a special one, most of those are a rectangle shape.

Considering HAARP requires multiple antennae spread over hundreds of (literal) square kilometers in order to aim the beam using phase distortion, one, two ... even hundreds railway cars aren't enough to accomplish that; you should've been a little reserved... a lot of sarcastic.

The track is the antenna array...all the miles and miles of internationally connected track makes one big array.
