I think it is only certain phones...

I have two verizon call phones (hope the police don't beat me),
my droid x received the alert, my flip phone for business did not...

if its a 'smart phone' check your apps, if it is enabled on your phone, you will find a app called "emergency alerts"...

in the options of the apps, you can receive different types of alerts..

it says that presidential alerts are mandatory....
then

extreme alert - extreme threat to life and property

severe alert - sever threat to life and property

amber alert - child abduction emergency...

the tests are usually done regionally.

I signed up for NYC Alerts, via email, so that I could find out when schools were closed and I get all kinds of alerts now. Silver Alerts, Road Closings, Missing Kids and even warnings of military aircraft being used for filming.

I live in Southern California, I have Verizon wireless as my cell carrier. I have a Droid X motorola phone. I received a text in duplicate a few days ago. It was a test of an alert for emergency notifications.
I deleted both copies.
It was not a typical text, it seemed to have a different format, but that was a few days ago, so my memory may not be that accurate. It wouldn't surprise me if they had a system to make special notification windows pop up on my android device which looked like text messages, but were not.
