States should be pushing for DC to become a state...so it could be kicked out

Put all the debt on Washington DC, kick it out of the union.

Anyone trying to get in the US from DC illegally is to be shot on sight, planes crossing the border shot from the sky. No visas will be given to any politician or lobbyist in DC. Put sanctions on DC.

Is it possible for states to agree to kick a state out of the union hypothetically?
