That's the problem.

The government needs to be afraid that if they touch unlawfully one civilian, they might get whacked in retaliation.

You obviously don't get how the world works what an increase in height does for visability.

There is a reason fortifications are build as high as possible.

The higher you are off the ground, the more visibility you have.

So a helicopter can only move so fast and see so much.

Yet a plane that is thousands of feet in the air will have a much Greater overall birds eye view of whatever area they are focusing on, which in turn leads to them being able to watch a great range of area.

Does this mean people can fly remote control airplanes over military bases like Area 51 and it is allowed?

I know people have already tried.Not that they would find anything interesting above ground I suppose.
