Windows restore does not always record the state your computer it was in. (You can turn it off, as sometimes it is more of a hassle trying to use it.) On Windows 7 it works (sometimes), and Windows XP it actually seldom worked. But yes, I have my set of "Recovery disks and USB drives" always on hand, that can do anything, from recovering Windows passwords (or deleting it), to many other magical things. But the same applies to those tools as what I said about the registry. If you don't know what your are doing, rather leave those things alone. (first learn how they work on an old PC that you don't care much about)
