I don't know if there is any meaning, outside of Lewis and Clark finally being able to see the ocean. Not sure what you getting at? What I did find
amusing though was this:

That's great, but if he is gazing off symbolizing his vision to explore the West. Why is he facing towards the right? (Looking right) Someone needs
to inform these genious designers left=West, right=East. Unless of course you account for a polar shift. ;-)
