Is ACTA good or bad?

Reviewing the official position of the EU which can be seen here:

it seems not so bad. After discussing with some people it seems that most of the anti-ACTA people did not even read the content of ACTA. Also most of the motives mentioned in all of the anti-ACTA youtube videos did not made it in the final form. So I am confused. Why is ACTA bad?

Just read through the entire Law itself and from what I can gather pirates will be held accountable under European Law, thus punishable in Europe regardless of what laws exist in there own country.

Thats seems to be the gist of it. Glanced over the stuff about counter fit goods, that really only applies to Hong Kong I guess.

We need it as much as we need a second arsehole.
