Every single bit of high tech you regard as normal and given today, has been developed by the military decades ago. Try comparing the R&D budget of Sony or any company like that with the R&D budget of the pentagon, and you know where the real research is conducted, most likely in areas that you wouldn't dare dreaming about.

The simple answer to that is Congress. Such a project would never be approved, and I very much agree with that.

So your solution is to deliberately create problems and/or expect problems to the point of creating a militant nation and devoting all technological advances to the art of killing in the name of "patriotism".
