I would first look into you state and local laws reguarding such groups to ensure you don't break any laws. I would also look for others in your area who would partner with you. Here in michigan we have various militia groups. One that is near me is just a bunch of dumb wanna be soldiers who are also convicted criminals. The Real Michigan Militia is full of good people and they do assist law enforcement with missing persons searches and other situations. As others have said, Mission statements would be a good thing. Also a good code of conduct for your members would be wise. Community service by your group would easily relieve any worries by your local populace as well. Alot of people would tell you to worry about the gov coming after you and how you'll be on watch lists and such. We are all being watched all the time and fear is what has allowed us to be put in the situations we are currently are. I don't fear TPTB anymore.
