Is Time Warner internet ripping you off? They are ripping me off.

2 weeks ago I ran a internet speed test. 3.4mbps download and 1.9mbps upload. So just to make sure I ran a series of these test for a week. Most of the time I am getting a 3.4mbps connection. Every once and a while it will shoot up to 10mbps. Then go down to 3.4mbps 30min latter. FYI i have a 15mbps connection and time Warner says I should be getting %80 to%100 of 15mbps. So I called time Warner, told them my information and they asked me to run another speed test. This time it shot up to 25mbps, 10 more mbps then I pay for. VERY SUSPICIOUS, it got faster after I called them. They had me run a test on the modem, then told me every thing looked ok. I asked them to send some one over to replace the modem and they told me their was no reason. Even after I explained that most the time I only get a 3.4mbps connection. They said they would one run more test, while they wear I was taking to tech support and the call got disconnected. THIS HAPPENED 3 time.
Make note that I ran these test connected DIRECTLY to the modem and not threw a router.

If you have time Warner cable connection could you please run a test and post the results. Tell me what speed you are paying for and what speed you are getting. Time Warner does not offer connections under 7mbps so it should not be any lower then 7mbps. If you find that your connection is lower then connect it directly to the modem and run the test to see if you get the same results.

I would think it would be very easy for time Warner to get away with this. Hardly any one runs annual internet speed test and when you call Time Warner your connection increases. I might start a law suit, I just need a little feed back before I do. MILLIONS use time Warner if they are ripping people off it could start something big.

Didn't close anything before doing it, and didn't do anything special to boost the speed.

Do you know what speed you are paying for?

Man, I can't stand TWC. I cut off my cable because I'm just sick of their service - now I have to try the speed test when I get home.

speed test's aren't reliable.

since you're just sending a ping and aren't downloading anything and you aren't depending or relying on the other end's speed, bandwidth or connection.

I have the basic internet and cable with T.W. here in the Desert cities.

Down load times:

Ran the T.W speed test and got 12.16 Mbps.

Using your link I got 10.65 Mbps.

It's 2:17 P.M. Pacific Coast time where I'm at.

I notice movie download times fluctuate considerably especially on weekends.

The speed matters on where you are testing to. If you test on their network, which tech support does, they control the speed. However, when you go to other places on the internet, even speed tests, you go over several networks belonging to other companies. Some may be running real slow. The only way to tell if you are hitting a slow network is by running a trace route. Here is how to run a trace route and check the network speeds of the other companies you are going over:

How to use the tracert command

There is nothing any ISP can do about other companies networks. Try running the tracert to a few different sites.
Another issue can be hitting a real busy site and their server is slow with a thousand users connected. Not all sites are running on a large data centers servers. I see some people running servers off their cable modem literally.

One thing that when my connection is running slow I do is use a nice little utility to make sure windows is opened up for speed. Also, after doing this, if you update windows or install some internet related software, it can reset the settings to a slower speed and you may need to run it again. I run it if my connection is slow after updates, etc.

I select each of my network adapters one at a time (Or just select Modify All Adapters) and select Optimal in the radio buttions at the bottom, and I move the slide connector up to around 30 or 35 Mbps. That way it is open for more than the speed you have available. I noticed my speeds are more that what I pay for at times.

Anyway, there are lots of things that affect speed on the net. Remember, tech support is going to do a speed test on their netwwork only. i.e. Comcast tests the download speed from a server on their network and doesn't go across other peoples or companies networks.

Good luck with this. I used to do tech support for HSD (High Speeed Data) for a large company and I can't tell you how many times I had customers complaining about speed problems being caused by other networks which they just didn't know how to check. I would teach them tracert and give some of the same advice I gave here.

The only other issue could be malware, viruses, trojans, or bots that are on your computer. Anti-virus software alone doesn't protect against all these evils.

Speed tests don't just send a ping. They download a 5Mb file or a 10Mb file for the speed. It will soetimes show a ping just as an overall ping speed, but that is what the upload and download test is all about. Moving files.

They had me run the tracert command and this is how they determind that my modem was not the problem. (i still think it might)

Time Warner, I just checked their speed test site and they have many depending where you are located. That is because they are only testing their network segment.

Not true. It depends on the other networks you are going over to a website. If it is across the country, state, or world, it goes over many networks owned by other companies. No ISP can guarantee their speeds, only on their network. If they tell you otherwise they are lying to you. Also the 134ms time is Microsoft's networs response time. Much slower than the others. Not inhibitively slow like their request timed out.

Hi. I think your problem is a leak in the cable line, friend. I am paying for 20 MB, and am getting 29 MB, I checked it twice. It's always faster in the early morning hours. Have them come out and check your line. I have had this problem before, and I am a long time cable user. Time Warner Roadrunner.

Most speed test don't really tell you anything.

I just did a test (CNET speed test) on my two computers and my XP computer scored 2029 Kbps
But my Linux mint 11 computer scores up at 7215 Kbps
Both are on the same modem and wired router

My linux computer is always 2x to 3x faster then the windows computer.

Part of this is the load of data you have on your computer and part is the operating system since many servers now are Linux and they communicate faster with Linux computers then windows computers.

You may need to clean your computer up to increase your speed if you are using windows because windows keeps a bunch of data you don't need on your computer as part of there tracking of you.
This piles up and slows things down

Just did the speedtest. Download speed - 0.82 Mbps. Upload - 0.49. Time Warner, New York. This is ridiculous! I called them - they told me i have a virus. I'm on mac, my computer works at the speed of light, the only problem is super slow internet. what virus are they talking about?! I cleaned it, I went to the store to check it, they couldn't find anything, no problem at all!

OP, what you're really seeing in your download speeds are correct, about 3.5mb ish. ISP's have their pipes all open to all the download speed sites, so doesn't matter what site you go too, you'll always see max speeds.

You're doing pretty good as far as speeds go actually. Over here in hawaii, for the advertised 10mbps plan, the real speed cap is 1mbps. Right now I pay for the 50mbps plan, but the REAL download speed cap over here is a 6mb speed cap for the "turbo 50mbs" plan. I try not to think of it too much, that Im paying 85$ a month for 6mbps, but yeah, it's the truth. Time warner, all lies. Before I went to 50mbps, I did phonecall after phonecall, chatroom after chatroom, till I finally got ahold of someone who was honest. Even though the guy said 15mbps, I knew it would actually be much lower in hawaii, as hawaii sucks like that.

i know its a kinda old post but today i noticed i was geting 16000 ping and decided to do a speed test that they provide keep in mind that i have there best package at the time and it sposed to have 50 mbps and i am only geting 6 mbps.... kinda annoyed

We are supposed to be getting 30mb @$49.70mnth. But when we run the tests we are only getting between 5-15mbps download 1.75-3.75mbps upload. We have already called and complained, had the modem switched out and run several tests daily from several different websites including the time warner cable speed test itself. And still no change. We are expecting another service call on Monday because they said that the modem is bad, even though it seemed to be running fine after the service guy came and installed it on Thursday. By the next day we were having problems not only with our internet speed but getting the internet to hook up to our bluray players and computers as well.
