Clinton seeks changes to homeland fund formula

New York Sen. Hillary Clinton wants to decrease the amount of money for homeland security protection Wyoming receives and increase the amount headed
to her state.
On Tuesday, the Democratic lawmaker offered an amendment to the Homeland Security Department's spending bill for fiscal year 2005.
The amendment would allocate resources based on factors such as threat, vulnerability, population, population density and the presence of critical
infrastructure.
A vote on the amendment was expected to take place late Tuesday night or this morning.
