The problem you have with your theory is it could be either but enough people have been targeted in such negative ways that this tech is indeed real....i haven't posted this video in along time but it's worth showing again....


This is Donald Rumsfeld from a few years back during the Bush administration admitting they have been working on these types of weapons.....
