WASHINGTON – A CIA operative's unusual assignment inside the New York Police Department is being cut short after an internal investigation that criticized how the agency established its unprecedented collaboration with city police, The Associated Press has learned.

A commonly dismissed conspiracy theory is that the CIA works with domestic Law Enforcement Agencies. The idea that CIA has feet on the ground in domestic US Cities is hard to believe. But an open relationship where CIA agents are the police?

I thought CIA were only supposed to be dealing with foreign affairs? I also thought they were not allowed to operate in the USA and definitely not allowed to spy on US citizens, so the law states but the CIA is clearly above the law.

6. Does the CIA spy on Americans? Does it keep a file on you? By law, the CIA is specifically prohibited from collecting foreign intelligence concerning the domestic activities of US citizens. Its mission is to collect information related to foreign intelligence and foreign counterintelligence. By direction of the president in Executive Order 12333 of 1981 and in accordance with procedures approved by the Attorney General, the CIA is restricted in the collection of intelligence information directed against US citizens. Collection is allowed only for an authorized intelligence purpose; for example, if there is a reason to believe that an individual is involved in espionage or international terrorist activities. The CIA's procedures require senior approval for any such collection that is allowed, and, depending on the collection technique employed, the sanction of the Director of National Intelligence and Attorney General may be required. These restrictions on the CIA have been in effect since the 1970s.

Plainclothes officers known as "rakers" eavesdropped in businesses, and Muslims not suspected of any wrongdoing were put in intelligence databases.

Three months ago, one of the CIA's most experienced clandestine operatives started work inside the New York Police Department. His title is special assistant to the deputy commissioner of intelligence. On that much, everyone agrees.

Exactly what he's doing there, however, is much less clear.

Since The Associated Press revealed the assignment in August, federal and city officials have offered differing explanations for why this CIA officer - a seasoned operative who handled foreign agents and ran complex operations in Jordan and Pakistan - was assigned to a municipal police department. The CIA is prohibited from spying domestically, and its unusual partnership with the NYPD has troubled top lawmakers and prompted an internal investigation.

His role is important because the last time a CIA officer worked so closely with the NYPD, beginning in the months after the 9/11 attacks, he became the architect of aggressive police programs that monitored Muslim neighborhoods. With the earlier help from this CIA official, the police put entire communities under the microscope based on ethnicity rather allegations of wrongdoing, according to the AP investigation.....

Imagine having your every activity at home recorded by the CIA because you live near a person of interest.

Kelly, the police commissioner, has defended his department and its Demographics Unit, which monitored conversations in cafes and wrote reports on Muslim businesses. Kelly has said his officers only follow leads. But internal police documents obtained by the AP show that even the most generic lead was used to justify surveillance of entire neighborhoods. Officials involved in the effort also told the AP that the Demographics Unit actually avoided locations where criminal investigations were under way for fear of disrupting them.

For the United States to have an effective intelligence agency, we really do have to know what's going on here. If we turn a blind eye to internal intelligence, everyone could just come here to plot against us!

That's what Homeland Security, Secret Service, US Marshalls, DEA, FBI, US Customs/Border Patrol Sheriffs, State Troopers, and police departments are for. Oh yeah, also they get the TSA and the Patriot Act, with many more BS bills to follow. Also, they are civilian agencies that do their part as well. I don't think the CIA needs to be operating in the USA. We got it.

No worries, just leave all the plotting against us to the CIA. They're doing an outstanding job at gathering intelligence on our civilians.
