It takes more than a couple of days to close a waterway, especially with their level of military resource. They might be half-serious, and just taking their time to keep their word. After all, it seems just like them to say something, then procrastinate, watching how their threats are received and how they can use it to their advantage.

They don't have the fire power to back up their barking, so they use the threat itself, not the action, to get what they want. It's the best they can do...

We all know if we had to, we could level their whole country and still have enough left over to defend ourselves against retaliation.
