Yes... yes,the US wants to be allies with India but why NOW do you ask yourself? What has India got that sparked a renewed interest in India? Its strategic position and close proximity to China is the reason. But India is not buying that because India knows if the US gets a foot in then they will start dictating what and what not to do and India will become the US lap dog. The IAF bought the French Rafael jets instead of US ones because they fear they might not get the spare parts should relationship turn sour one day. That is how much people trust the US these days with sanctions and what not. Its one way to kill your own industry and companies that have worldwide trades
