I read that yesterday, right before I read that some Indian hackers got some memo's proving apple, nextel, and nokia provide government backdoors to their mobile devices in exchange for being allowed to operate, and that other governments have used those backdoors to spy on the US.
Anyways, one of those comments on that article that I linked made me wonder. It basically said its all a scam by congress, every couple years they put forward some piece of extremely controversial legislation with no intent of ever letting it pass, and simply use it as a fundraiser. I could see congress doing that actually.
