Hitler when he took power started cutting out the opposition. Less people in government means less you need to control if you want to be a dictator
Seems to me that might be a downside... depending on hidden agenda vs true intent

He's not "reducing" the size of Government, likely no jobs would be lost. What he's essentially doing is saying ok all of this is now under this name.
