here in Moncton NB, canada , we have magnetic hill. does the same thing as mentioned in the OP.
bruings a lot of tourist and big named bands to play on the hill,

u2 just finished their 360 tour here this summer. and rumor is Madonna will be playing the magnetic hill next year!!

it is just an optical illusion, but hard for the brain to understand!

Ah, the Spelga Dam. Love that place!
I have been there so many times but can't find that flipping road.
I heard that they cut the bushes to stop the effect cos of accidents,
Is that true?
In the OP's video, you can see by the way the men are leaning that the water is clearly going down hill.
I think it's an optical illusion.

Fact or Faked did a test on this phenomonom being there is a site in the US (Texas) like this.

Season 1 episode 105.

They found out the surrounding area is actually an illusion. While standing there the terrain looks like its uphill, when in reality, its downhill.

Not saying this debunks the OP source, but its one possible explanation.

In the video link I posted with a Mondeo in it, is the best-known Spelga 'AG' road, with the cutstone wall, it's only a short lane to a closed gate on the lower side of the dam. There seems to be other places though, you can search the others using that links side menu.
