Not without probable cause. You can tell them no and they can not search you. Doesn't mean they won't harass you though. If you say no and they
persist though you could possibly press charges for illegal search and seizure and harrassment.
I know this cause it happened to me, I was asked by an officer if he could search my car I said no, he proceeded to ask me 5 or 6 more times until I
finally let him, because I was on a road trip and the stop had already lasted over 45 minutes at that point.
When I returned home I called his superior officer threatening to press charges. I did not, because I don't have extra cash to throw around at
lawyers and time to get tied up in the court system, but I did get his superior to call an investigation and review the tape and I gave that officer a
good run for his money.
Moral of the story, they can waste your time, but then you can get even by wasting theirs.
