What does this billboard imply to the average person?
The largest words are Gun, Jail, Period thus suggesting that the pictured gun is illegal.

Ok So I have a few AR 15's the look just like M-16's which under NFA are illegal to own without a $200 tax stamp. But a nosy neighbor won't know that.

So much for the right to: Keep (own) and Bear (carry) Arms shall not be infringed

I was just able to sneak off and watch the video...

And I have to wonder if anyone else did?

The mayor specifically states several times that this program is for people ILLEGALLY CARRYING A FIREARM. As in concealed carry without a license (New Jersey does have a provision for concealed carry, but good luck getting one). As a CCW holder I'm in favor of this type of program as it can make a noticeable impact on the segment of society it intends to. I do not support the restrictive firearm laws of New Jersey and I would like to see the law abiding citizens of that state have their Constitutional Rights reinstated.

Not owning a firearm, not anything that would reflect the various "get rich opportunities" outlined in the thread... I strongly suggest the OP consider editing the title to reflect the actual context of the video... This:

Turn in your neighbor for owning a gun....get $1000

Is incorrect and not acceptable...

I have edited the OP but the title is a correct reflection of the issue at hand. As stated in the edit if a person gets raided by police for owning a legal firearm and the police cause damage you will have no recourse to seek damages. However if someone filed a false police report you could have redress.

Project I.C.E. includes vigorous prosecution of substantially all federal firearms violations, identified through a partnership with the Birmingham Police Department, ATF and the Jefferson County District Attorney's Office. Project I.C.E. also provides for intensive training of local law enforcement officers on federal and state firearms laws and procedures. A community outreach component of Project I.C.E. has included television, radio and billboard advertisements, as well as bumper stickers and yard signs. See Figure 7 of the National Strategy. Project I.C.E. will expand to cover the entire district, with an appropriate balance between federal and state prosecutions. A coordinated referral mechanism, including a designated prosecutor in the local District Attorney's Office who will participate in the referrals, and may be appointed as a Special Assistant U.S. Attorney to try cases in federal court, will be critical to this expansion. So unless you are in the habit of committing crimes like drug trafficking, car jacking and racketeering while armed, this program doesn't apply to you.

There's nothing unique about an AR platform rifle, nor is anyone likely to raise an eyebrow as far as law enforcement goes. I bought my first AR back in 1980, back when Colt was the only option for the princely sum of $479.00, once they became generic, I moved on to HK, Sig and FN... I prefer to be unique at the range...

Misleading statements and contrived hysteria doesn't help the Second Amendment cause...

When has anyone got $ for turning someone in? especially if you remain "Anonymous"

Did the Unabombers brother get the reward for turning in "Ted the Terroist?" NO

Did the soldier who "found" Saddam Hussein get the reward? NO

Has anyone on here known of anyone who turned in somebody and actually got a cash reward (along with a "Snitch" label)

Key word is "info that leads up to the arrest of the wanted fugitive"

"Up To" is the loophole they use, YOU have to PROVE your info lead to the arrest. If it wasn't for YOUR info, the fugitive would still be on the loose. You get NO reward for snitching on somebody with an "illegal firearm"

I would think twice before turning a person in with "illegal firearms" they will get revenge, & you are a "marked snitch" to people who HAVE "illegal guns"

Choose your battles wisely, especially if your "enemy" has a BIGGER gun.

Warming the public up to confiscating "illegal guns".....besides, how would a "neighbor" know whether your gun is legal or not?? Hell, all the ones I had purchased were registered in my name.......and I sold them all......Thats right, I sold them ALL this past weekend.......let it go on record that they are ALL SOLD! Now, what to do about self defense?? Hmmm???

This is very probably linked to crime rate, who are really high in Newark it seems (5th iin rank for youth deaths by gun violence): Death Rate

There are 5 times more murders and robberies than in the average US city, and twice as many assaults. The rape rates are lower, so that shows that out-of-control guns are a big problem in that city. Crime Rates Newark, NJ

To me it seems like a decent measure given the problems that city faces, and it looks like they´re targetting illegal guns. Of course some people will abuse this measure, but getting guns out of the streets is more beneficial.
