He voted for the amendment to H.R. 5461 in 1979...in 1983, he voted against
suspending the rules (as clearly worded in the 83 vote) to pass it,
most likely because that would be unconstitutional, regardless how noble the cause. His oath is to the Constitution before all else. If he were a
racist against a MLK holiday, he would have voted no before 1983 as well.
