Dick Cheney, Vice-President of the United States, attempted to clear up the apparent confusion that exists regarding a statement he made on Tuesday
Sept 7, 2004 at a town hall meeting in Des Moines. The Vice President stated that his comments were meant to reflect the disparity between the
presidential candidates in terms of their international anti-terrorism policy. Essentially, Cheney implied that Mr. Kerry intends to protect the
country via a defensive strategy, wheras Mr. Bush will continue his offensive military campaign.

"I did not say if Kerry is elected, we will be hit by a terrorist attack," Cheney said in an interview with the newspaper during a campaign swing
through the battleground states of Ohio and Wisconsin where he is working to bring swing voters to the Republican side.
"Whoever is elected president has to anticipate more attacks. My point was the question before us is: Will we have the most effective policy in place
to deal with that threat? George Bush will pursue a more effective policy than John Kerry," Cheney said in the interview.
Kerry campaign spokesman Phil Singer responded that "Sen. Kerry has been very clear in saying he will hunt down and kill the terrorists before they
get us."

Clearly this is the reaction that many people have been expecting, of course the concern is that the US (and ATS) was buzzing with fear and analysis
over the 3 days it took Cheney to clear the air. The effect has evidently been accomplished: evoke a fear response without being charged for treason.
