CARACAS, VENEZUELA—Venezuelan President Hugo Chavez is questioning the rash of cancer cases among Latin American leaders and asking if somehow the U.S. might have a way to induce the illness.

Apparently several South American political figures have come down with cancer. It is well-known that certain chemicals or substances can and do cause cancer; is cancer now a weapon in use by world governments?
