They kind of look like Hobo codes. Do a google search on Hobo codes and check it out. From what I understand the codes can vary from region to region.

dots are in medieval runes.

I'm guessing they are medieval runes with possible other symbols mixed in that are used in witchcraft.

Give me a minute or five.

What have you come up with? I'm really curious myself.

Its not survey markings

Is your city up to something that they would be marking property.

Door to door salemans marks. Roma(Gypsies) or travelers(Pavee)markings.

Some times utilities crews use some strange marking like that to show what is buried in the street

It could be utility marking to show lines and valves plus direction of flow of water or gas lines in the street in front of your house
If it is you will find these same marking on utility maps for the area.

It's Futhark, but, uses several variants.
Tolkien liked Futhark too and based some of his materials on it.

I already checked the electrical utility markings as my first thought, and it wasn't the electrical ones. I didn't rule out the others.

12 symbols on the left side and 13 numbers written backwards on the right .
Maybe someone playing a joke or prank to get a laugh out of the 2 of you trying to make something out of nothing.
If it is really a code I don't think could be deciphered with only 25 characters

i say it's a girl... or maybe a gay guy.

people try to be all secretive when there is a crush involved. this puts them in the clear if it is found out and not appreciated. the person can say 'what?...i don't even know what this IS!"

I honestly wouldn't worry too much about it. Weird, yes. Creepy? Well, man can spin pretty much anything creepy. But it's definitely *mostly* runes, and I at least have never heard about anyone aiming for evil doing much with runes. Likely some version of celtic or Tolkien nerd (which includes myself) either just playing around or trying to be clever.

Will keep an eye on this thread to see if anyone comes up with anything useful, though. This is kind of fun. I'm looking at the various runic scripts right now to see if I can figuring out anything useful here.

EDIT:
FYI - Wiki page on various runic scripts here. Old pre-english writing, basically.

Here is my Futhark translation.

Sorry it's meaningless to me.

fjena.sthdts

Even with a follow up rot 13 it's still meaningless.

swran.fguqgf

The number(s)
4638451927364
is(are) too long to be a phone number,
and I cannot find a country prefix with 463.
Even if we assume the last three digits are an extension,
the 463 area code in the US is in washington not Cincinnati.

So my own impression,
aside from failed attempts to decode,
is it's a marker for "Live Action Gaming"

Here is a link to one variant of "Live Action Gaming"
Teens Nerf Gun Raises Rukus

Some who do this are more into swords and fantasy than dart guns.
I wouldn't be surprised if a member of a fantasy reenactment, or live action gaming, lives very close by.

Question: Is it a shared parking lot?
If so the item may be a gaming substitute for a "Car Bomb" in a Mafia variant of Live action gaming. Under that rule set, a banana is a gun that never misses, and "bombs" can be left for people by writting up a label and planting it somewhere.

David, do you think it's possible it might not be a direct letter translation, and may instead deal with the meanings (or interpretations/divinations, whatever) of the runes? Feoh/fehu = wealth/cattle, etc.?

EDIT:
It's like a Rorschach test, IMHO. Without a key or something simply obvious, it could be pretty much anything or nothing (apologies in advance, I'm spectating this evening and not digging in myself!).
